Introduction to the 2023 Edition

The United Kingdom hosted the 67th Eurovision Song Contest this year following Ukraine’s win in 2022 with Kalush Orchestra. Ukraine were sadly unable to host the contest themselves due to security concerns caused by Russia’s invasion. This was the UK’s ninth time hosting the event and the fifth time it had hosted the contest on behalf of previous winning countries. The 11,000 capacity Liverpool Arena was selected to stage the event. The production was praised for including Ukrainian themes and culture. British hosts Alesha Dixon, Hannah Waddingham and Graham Norton were joined on stage by Ukrainian Julia Sanina.

Thirty-seven countries participated, three less than in 2022, as Montenegro, North Macedonia and Bulgaria declined to take part for financial reasons. The good news is that Luxembourg will return next year for the first time since 1993.

There were not one but two significant changes to the voting system this year, always a challenge for a book like this! The two semi-finals were decided solely by public voting – a return to the format used between 2004 and 2007, and viewers from non-participating countries were allowed to vote for the first time, points being awarded as a “Rest of the World” total, in both semi-finals and the final.

Congratulations go to winners Sweden and Loreen who became only the second artist to win Eurovision twice, with her song “Tattoo”. Sweden now equal Ireland’s record of seven Eurovision wins and it seems only a matter of time before that record is broken. Interestingly, it was the jury votes which effectively decided the winner as not a single voting country’s public awarded Sweden twelve points compared to fifteen juries awarding her song the maximum. Finland were runners-up with eighteen maximum points from the public.

The “Big 5”’s performance was once more a disappointment, only Italy finishing in the top half. The UK and Germany battled it out to see who could finish last and the UK demonstrated that last year’s runners-up spot was not the apparent start of a new era of success by returning to its recent traditional performance, finishing second to bottom.

This year's Complete & Independent Guide contains over 320 pages of analysis, results and statistics. We hope you enjoy it.
